Request for Qualifications for Project Management and Construction Management Services
Matrix Consulting, Inc. is looking for qualified project/construction managers to assist various School Districts which are in the preliminary planning process for a series of projects that will potentially include new construction, modernizations and additions to school buildings over the next few years. Matrix Consulting, Inc. will be providing qualified project/construction managers to assist with these projects. The scope of services required of the selected Project Manager will align with the OSPI Development Manual.
1. Candidates interested should include a professional resume for each person including:
a. Name of individual
b. Professional history
c. Projects where individual served in same capacity as assignment proposed for this project.
2. Experience with OSPI: Describe experience in interfacing with the OSPI state funding assistance program for K-12 schools. Specifically discuss the role in representing the District in the D-form process and related activities.
3. Value Added Measures: Describe the philosophy of management of the OSPI value added measures or, in the alternative, how to provide these services to the District:
· Value Engineering
· Constructability Reviews
· Building Commissioning
4. Special Qualifications: Identify attributes that make you uniquely qualified for the projects.
5. References: provide at least three professional references each from school districts, architects and contractors with whom the firm has interacted on previous projects.
Project Controls Estimators
Experience – looking for project management support, project controls, estimating, and cost engineering personnel with varying levels experience on various types of commercial light, heavy and industrial construction, chemical process, environmental, government, and private projects.
Qualifications – Decisive professionals skilled in all aspects of project management support including developing, integrating, implementing, and executing program/project control systems, managing/performing evaluations, cost engineering, job costing, scheduling, contract modifications, funds management, communications, and reporting.
PREFERRED QUALIFICATIONS
Management
Communication: proficient in written and oral communication, including project status reports, detailed documentation, client and contractor correspondence, oral presentations, and inter-personal communications, etc.
Personnel: experienced in supervision, mentoring, team building, and training
Evaluation: skilled in conducting estimate, cost and schedule reviews
Technical and Administrative
Contract Modifications: identify, analyze, and quantify out of scope work including change orders and claims. This includes the development and analysis of as-bid and as-built information, schedules etc., relating to major impact and delay situations
Cost Engineering: establish methods to monitor performance including calculating earned (BCWP), planned (BCWS) and actual (ACWP) costs of work, monitor production rates, analyze as-bid and as-built information to create historic data, process periodic progress payments
Estimating: perform detailed quantity take offs, allocate resources, determine indirect and overhead costs, calculate appropriate risk factors, conduct estimate reviews and perform cut/add techniques on bid day
Scheduling: develop and maintain detailed schedules using (CPM) Critical Path Method, analyze CPM schedules to minimize effects of delay and increase productivity, adjust schedules by resource leveling, integrate cost/schedule controls systems of various contractors, and forecast cost at completion
Funds Management: establish and monitor actual costs and commitments against fiscal budget allocations
